Yes the clamp C42 can fit on the 40mm tube, but it won't be hold optimal. 41-43mm is the limit for a perfect hold.

Size C42 (42.4mm) :
  1. This fitting is recommended to fit outer ø tube : 42.4mm (1.1/4").
  2. This fitting can fit within outer ø tube : 41-43mm.
  3. Setscrew should be tightened to : 40Nm*.
